Place corn in slow cooker and sprinkle with sugar, salt, and pepper.
Pour in milk and scatter cream cheese cubes and butter over corn.
Cover and cook on high for 2 to 2.5 hours.
Stir well until mixture becomes smooth and creamy.
Let rest 10 minutes with slow cooker off if thicker consistency is desired.
Taste and adjust salt as needed.
Top with cooked bacon and green onions or stir them in.
Serve warm.
