Brown ground beef over medium-high heat. Drain fat.
Transfer beef to slow cooker. Add chiles, beans, tomatoes, water or stock, and seasonings. Stir to combine.
Cover and cook on LOW for 4 to 6 hours.
Stir. Adjust seasoning with salt and pepper.
Thin with water or broth if too thick; remove some liquid if too thin.
Chili will thicken as it rests.
