Add peanut butter, soy sauce, rice vinegar, lime juice, honey, garlic, ginger, sesame oil, red pepper flakes, salt, and hot water to a jar with tight-fitting lid.
Shake vigorously for 1 minute until smooth and well combined.
Scrape bottom of jar with spoon to incorporate any remaining peanut butter, then shake again.
Add more hot water if thinner consistency desired.
Let rest 15-20 minutes for flavors to meld.
